Purpose

To maximise the value and potential of the
Council’s land. By pooling this land with neighbouring
landowners it creates a more desirable (and therefore valuable)
development opportunity. The land promoter is a company with the
expertise to obtain planning permission for the site and once
planning permission is granted, that promoter will be able to
market the site to seek a purchaser with a view to securing a
sale.

Decision

The Lead Member for Resources declared land at
Sandrock Hall to be surplus to the operational requirements of the
Council. The Chief Operating Officer has approved the decision for
the Council to enter into a Promotion Agreement with a specialist
land promoter company, together with adjoining landowners to form
‘the Site’. To maximise the value and potential of the
Council’s land, the land promoter will obtain planning
permission for the Site and once obtained, market it for
sale.
