That the Cabinet endorsed the Business Case option for 3 new
unitary councils which grouped Epping Forest District Council
together with Harlow, Brentwood, Chelmsford and Maldon, thereby
supporting the preference of the Council, at its Extraordinary
committee meeting on 15 September 2025.
 

(2)       
It was noted that the alternative Business case option 3.2 grouping
Epping Forest District Council together with Harlow, Brentwood,
Chelmsford and Uttlesford was considered by some to have stronger
merit.
