Purpose
This report concerns the
potential impact of development on the Hatfield Forest SSSI and NNR
in relation to visitor pressure primarily from residential
development creating additional visitors using the Forest for
recreational purposes
Content
(1)
That the Cabinet adopted the Strategic Access Management and
Monitoring (SAMM) Strategy for the Hatfield Forest Site of Special
Scientific Interest (SSSI) and National Nature Reserve (NNR) as set
out in Appendix 1 as a material consideration in the determination
of planning applications for residential development which would
result in a net increase in new dwellings within the East of Harlow
Masterplan area;
(2)
That the Cabinet agreed the Council enter into the Partnership
Agreement for the delivery of the SAMM Strategy as set out in
Appendix 2;
(3)
That the Service Director for Planning (or any other Service
Director in their absence or officer duly authorised by the Service
Director for Planning) be given delegated authority to implement
minor amendments to the Partnership Agreement which may arise
during the process of final sign-off of the Agreement by the
Council and partners to the Agreement, in consultation with the
Planning and Sustainability Portfolio Holder, and
(4)
That the level of financial contribution to be sought from planning
applications which would result in a net increase in new dwellings
on sites within the East of Harlow Masterplan area shall be as set
out in paragraph 16 of the agenda report.
