Purpose

This report sets out options for introducing a concessionary discount for Epping Forest District Council’s garden waste subscription service, which became chargeable from 31 March 2026.

Decision

That the Cabinet approved a garden waste collection charges concessions scheme of a discount of 25% of the annual charge for residents in the administrative area of the Council, as referred to in this report, be supported for introduction with effect from the commencement of the 2027/28 financial year, subject to consideration of its affordability as part of the annual budget setting process and periodic review thereafter to ensure it remains effective, affordable, and aligned with policy and annual fee changes.
