Purpose

 To seek Executive approval for a contract value increase for the Fareham
Housing External Decoration Contract. This 5-year contract (with Trident
Maintenance Services Ltd.) includes options to extend for an additional 2 years
to deliver external redecoration (and associated external cleaning) to Council
Housing stock, and associated improvements to associated property components.

 

The existing contract covers the financial years 2020/21 to 2027/28 –
providing external painting/decoration services and the cleaning of fascia`s,
soffits and rainwater goods, for the Council’s housing stock.

 

As part of this contract there is a function to identify external
repairs and carry out works to rectify. This includes any necessary renewal of
the roof line components such as fascia, soffits & guttering, removal of
Asbestos soffit boards, and Soil & Vents where Asbestos has been confirmed.
The extent of these renewal works has been far greater than anticipated.
Positively this has allowed for upgrades and improvements to the Council’s
housing stock and ensured the redecoration works are effective, but it has also
significantly increased the contract spend incurred and anticipated to occur.

 

Previous spend against the contract has been incorporated in annual
Housing Revenue Account budgets, and the future spend is reflected in budget
forecasting (such as 2026/27).

 

Decision

RESOLVED that the Executive:

 

(a) 
notes
the increased spend in the earlier years of the contract (as outlined in the
confidential Appendix A to the report) which have facilitated repairs, maintenance
and improvements to Council homes;

 

(b) 
agrees
an overall increase in contract spend (and associated increase in overall
contract value) as outlined in Confidential Appendix A to the report , to
reflect the previous spend and so that the Council can continue to ensure
appropriate maintenance and improvements are made to Council homes, alongside
the continuation of the external redecoration programme; and

 

(c) 
delegates
associated contract variations to the Director of Housing and Health following
consultation with the Executive Member for Housing.
