Purpose

To seek Executive approval to delegate authority to the Director of
Streetscene to enter into a Service Level Agreement with Portsmouth City
Council for the provision of strategic advisory support relating to the
Terrorism (Protection of Premises) Act 2025 (“Martyn’s Law”).

 

Portsmouth City Council has requested support from FBC to help them
prepare for the Terrorism (Protection of Premises) Act 2025. The work equates
to approximately one day per month and includes chairing their Martyn’s Law
Working Group and providing specialist advice on both Standard and Enhanced
Tier requirements.

 

Agreements to deliver services in partnership with another local
authority require Executive approval. A delegation is therefore needed to allow
the Director of Streetscene to enter into the proposed SLA.

 

Decision

RESOLVED that the Executive:

 

(a) 
agrees
to delegate authority to the Director of Streetscene to enter into a Service
Level Agreement with Portsmouth City Council for the provision of strategic
advisory support relating to Martyn's Law; and

 

(b) 
authorises
the Director of Streetscene to take all steps necessary to implement and manage
the agreement, including making any minor amendments in consultation with Legal
Services.
