Purpose
This report
presents an application for funding under the Council’s Community Funding
Programme.
An application to the Community Fund has been received from Live Art
Local based in Fareham Town Centre for £4,875.68 towards the purchase of equipment for their large-scale pilot event,
Fareham FACT (Festival of Arts for Children and Teens) taking place between 17th-25th
August within Fareham Town Centre. The equipment includes 2 Over Head
Projectors, installation projector and a large touchscreen monitor.
Live Art Local has been established since 2014 and work with
young people from Fareham and the surrounding areas through their art groups
and workshops which take place in a unit within Fareham Shopping Centre.
Through the Fareham FACT, they aim to bring quality arts to young people where
they live at nominal cost, so that all can experience and participate in the
arts. Fareham FACT will include workshops, performances, exhibitions,
collaborative projects and artist residencies during the week-long event.
Live Art Local have also applied for funding from other
sources to support the other elements of this event including materials, staff
costs, insurance, promotion and artist fees. A budget breakdown provided by
Live Art Local details that the anticipated costs of this pilot event to be
£41,401.65. The funders applied to for the remainder of the funding are The
Guildhall Trust (Hornpipe Funding), Arts Council England, National Lottery
Community Fund and County Councillors Grants. They also plan to run a crowdfunding
campaign and offer advertising spaces within the programme of events.
As of 31st January
2024, Live Art Local held £2,053.24 in their accounts.
Both Councillor L Whittle and
Councillor K Wiltshire are supportive of this application.
Decision
It is
recommended that this application be approved with the following conditions:-
a)
permission from Fareham Shopping Centre is secured for the
locating of activities during the week of the event;
b) the charity has success with at
least 2 other funding streams and their plans for a down-scaled event is to be
approved by Fareham Borough Council if not all the applications are supported;
c) that equipment will be able to
be hired by other organisations within Fareham Borough when not in use by Live
Art Local and evidence provided on a 6 monthly basis of external hire to other
Fareham based charitable organisations; and
d) promotion of the event is shared
with the Council to ensure it is widely publicised.
