NOTICES OF MOTION
 
Notice of Motion 5: No
to Compulsory Digital IDs
 
That Council
resolves:
 

(a)    To oppose the
introduction of any mandatory digital ID requirements affecting
residents beyond those already set out in law, and to oppose any
expansion that makes access to essential public services contingent
on holding a digital ID;
 

(b)    To request that the
Leader of the Council and the Chief Executive write to the
Secretary of State for the Home Department, the Secretary of State
for Science, Innovation and Technology, the Minister for Digital
Infrastructure, and the Members of Parliament for our Council area
stating this Council’s opposition to compulsion, and calling
for any digital identity scheme to be strictly optional with robust
offline alternatives, statutory privacy safeguards, and full
parliamentary scrutiny; and
 

(c)    To work with local
voluntary, digital inclusion and civil liberties groups to ensure
that no resident in Flintshire is penalised or excluded by any
national identification scheme, and to publish clear signposting to
non-digital routes for Council services.

Fair rewards for strong performance
 
That Council
resolves:
 

1.     To call upon Welsh
Government to implement the following policy:
 
a)
Establish clear, national NNDR
collection targets for each council in Wales, taking account of
local circumstances but ensuring that all councils are expected to
meet high, achievable standards;

 
b)
Introduce a mechanism whereby, if a council’s NNDR collection rate falls below its agreed target,
a corresponding percentage of its subsequent year allocation from
the NNDR Pool is withheld;

 
c)
Create a performance fund from any such withheld amounts, to be
redistributed to councils that meet or exceed their NNDR collection targets, in proportion to the
extent of their over performance; and

 
d)
Ensure that any future requests or expectations placed on councils
to recruit additional NNDR revenue
staff are accompanied by a funding framework that allows
net-contributing, high-performing councils such as Flintshire to
retain a fair share of the additional income generated, rather than
further subsidising authorities that fail to meet national
collection targets.
 

2.     To request the
Leader of the Council and Chief Executive, in consultation with the
Corporate Finance Manager, to write to the Minister for Finance and
Local Government, local Members of the Senedd, and the Welsh Local
Government Association, setting out this Council’s position
and urging Welsh Government to bring forward proposals for a
collection performance-based reform of NNDR distribution.
