Purpose

To approve the constitutional arrangements for the Council for the forthcoming year.

Decision

(i)       Appointment of Committees

That the following Committees be appointed for 2026/27 (noting that the review of Overview & Scrutiny function may result in recommendations to change the number of Overview & Scrutiny committees):

Appeals Committee

Clwyd Pension Fund Committee

Constitution and Democratic Services Committee

Governance & Audit Committee

Grievance Committee

Grievance Appeals Committee

Investigation and Disciplinary Committee

Joint Governance Committee (for Pensions)

Licensing Committee

Overview & Scrutiny Committees as follows:

  • Community and Housing
  • Corporate Resources
  • Education, Youth & Culture
  • Environment & Economy
  • Social & Healthcare

Planning Committee

Standards Committee

(ii)      Size of Committees

That the size of each Committee should be as set out in paragraph 1.04 of the report.

(iii)     Terms of Reference

That the Terms of Reference for each Committee, as set out in the Constitution, be approved.

(iv)     Political Balance

(a)      That seats be allocated in accordance with political balance Option 1A and the rules on membership of the Committees as set out within the report; and

(b)      That the seats on the Grievance, Grievance Appeals and Investigation and Disciplinary Committees be allocated to give a broad political spread of membership.

(v)      Appointment of Chairs of Standing Committees

(a)      That the Chairs of the following Committees be appointed (noting any restrictions on eligibility):

·     Clwyd Pension Fund Committee: Councillor Chris Bithell

·     Constitution & Democratic Services Committee: Councillor David Coggins Cogan

·     Licensing Committee: Councillor Rob Davies

·     Planning Committee: Councillor Richard Lloyd

(b)      That the Grievance Committee, the Grievance Appeals Committee and the Investigation & Disciplinary Committee should each appoint their own Chairs from amongst their respective memberships.

(vi) Appointment of Chairs of Overview & Scrutiny Committees

That the Chairs of Overview & Scrutiny Committees be allocated as follows:

(vii) Approval of the Constitution

That the rules, procedures, delegations and codes/protocols within the Constitution be approved, noting that revisions will be brought to a special meeting of Council in June 2026.

(viii) Nominations to Internal Bodies

That the make-up of the Appointments Committee be approved.

(ix) Standards Committee

(a)      That the term of office for elected councillors on the Standards Committee be extended to a whole council term;

(b)      That Council sends a letter of thanks from the Chair of Council and the Chair of the Standards Committee to Mark Morgan for his service;

(c)      That Council adopts the “person specification” at Appendix 2 for Independent Members; and

(d)      That Council appoints the recruitment panel to interview candidates.

(x) Governance and Audit Committee

That Council appoints Martin Lewis and John Davies to the Governance and Audit Committee until 30 June 2031.

(xi) Appointments to Outside Bodies

That Council delegates authority to the Chief Executive, in consultation with Group Leaders, to make any amendments to appointments to outside bodies as required.
