Full council record

Purpose

To provide an update on the community asset transfer of the three remaining public conveniences to the Town/Community Councils.

Decision

(a)            That Scrutiny notes the progress made by the Council in developing the Pride in Place Public Convenience Improvement Programme; and

(b)            That Scrutiny notes the emerging property, leasehold and ownership issues affecting Community Asset Transfer opportunities at Mold, Holywell and Talacre; and

(c)             That Scrutiny notes that the revenue funding for the operation and maintenance of public conveniences currently is only available until October 2026 and notes that the continued provision of these facilities beyond this date will result in a forecasted overspend position in the Council’s budget of approximately £0.035m until the end of the current financial year, which will require Cabinet approval; and

(d)            That Scrutiny notes the proposed actions and next steps outlined in Sections 1.11 and 1.12 of this report to ensure the development of sustainable long-term management arrangements for public convenience facilities across Flintshire and ensure that the Pride in Place projects are fully delivered.
