Purpose

• This decision is required to award grant funding to 10GM for the delivery of this programme in the 2026/27 financial year.
• The intention to make this decision was published on the GMCA Forward Plan of Key Decisions on 15/04/2026.
• The VCFSE Infrastructure Development Programme is delivered by 10GM, who will manage the programme on behalf of the ten partners within the LIO Strategic Network.
• The grant will fund a programme of development work across ten localities aimed at growing infrastructure skills and capabilities to deliver on-the ground system change within GM’s communities. The focus will be on three key system enablers – community wealth building and growing community power; building sector data and insight capabilities; and growing collaboration and learning across GM infrastructure.
• 10GM have delivered work in this space over the past three years under the UKSPF: Communities and Place Priority – Intervention E11: Investment in capacity building and infrastructure support for local civil society and community groups. This next programme phase will use these foundations to build key capabilities for the future.

10GM Ltd will be awarded £696,800 in grant funding to deliver the VCFSE Infrastructure Development Programme in the 2026/27 financial year.
