Terms of reference:   1.       To determine all matters relating to the Executive functions of the Councils’ Shared Services as set out from time to time in the Inter-Authority Agreement; 2.       To determine all matters assigned as Executive functions by either Council in accordance with the Local Choice functions set out in their Constitution relating to the Councils’ Shared Services; 3.       To provide strategic management to the Councils’ Shared Services; 4.       To provide strategic direction to each Council in relation to all Executive functions relating to the Councils’ Shared Services; 5.       To set strategic targets in respect of the Councils’ Shared Services; 6.       To determine significant changes to the nature of the Councils’ Shared Services delivered to the public in one or both Council areas; 7.       To agree draft revenue budgets for the implementation of each Shared Service which comply with the agreed budget strategy set by each Council, and which clearly show the costs to be borne by each Council including the allocation of any resulting savings or efficiencies and to recommend them to each Council, via each Council’s individual Executive; 8.       To annually agree draft capital budgets for the Shared Services which comply with the agreed budget strategies set by the Councils, and which clearly show the costs to be borne by each Council; 9.       To consider and determine, or make recommendations, regarding any other matter as agreed by both Leaders in consultation with the Monitoring Officer.
