Reasons for the decision

Existing contract ends 31/03/2025.

Given the policy of HM Government on Local Government Reorganisation, a yearly contract award is the only feasible option.

Alternative options considered

None. Even if a longer-term procurement were conducted, this new short-term contract would be necessary.
