Purpose

To agree the Council's contractual arrangements in respect of Pay on foot and Pay and Display machines (machines for cash and ring go etc).

Decision

This decision is one part of the delegated authority awarded by Full Council on 14 August 2025. This element of the procurement is for GBC equipment only.
The procurement exercise has been completed and the Council will appoint Sagoss Limited at a contract value of approx. £540k (under the £650k value agreed).

Reasons for the decision

The existing PoF car park payment equipment is 13 years old and maintenance, upkeep and the availability of spares is becoming increasingly problematic. Replacement equipment will allow for the introduction of a modern, ticketless, automatic number plate recognition (ANPR) system providing an improved service to customers, greater opportunities to future-proof payment provision and offer flexibility to maximise income generation, better business intelligence and reduced maintenance issues.

Alternative options considered

The supplier has been found through the Procurement/Framework route. All appropriate alternative providers who submitted a tender were considered.
