A mini competition was held to obtain
competitive quotes for surveyors to act on behalf of the Council in
the ‘Phase 2’ rent review dated 15/01/24 under the Head
Lease of The Friary Centre. This rent review is concerned with the
office building 1 Onslow St which is part of the Friary Centre
leasehold demise, currently held by property investment firm
M&G (formally: Carraway Guildford (Nominee A) Ltd &
Carraway Guildford (Nominee B) Ltd))
Of the five Framework suppliers contacted for the tender only four
responded. One supplier was conflicted as it acts for the
leaseholder M&G on the lettings of these offices, and another
chose not to provide a fee quote.
Of the two suppliers that did provide fee quotes their tender
returns were scored 70% on price and 30% on expertise and
experience (based on a written submission, and scored against a set
criteria).
Citicentric provided the lowest fee quote and scored highest on
their expertise amongst the two tenders. They did specify that
their fee quote didn’t include a measured survey of the
property, but they have now provided a capped quote for this survey
(if required) which forms part of the Contract Value listed
above.
