Renewal of KADOE Data contract with the
DVLA.
The DVLA Vehicle Keeper service enables local authorities, bailiffs
and private parking companies to query the DVLA KADOE (Keeper At
Date Of Event) database to quickly establish the registered keeper
of any vehicle on a given date.

Reasons for the decision

This is required to allow GBC to identify
motorist or vehicle registered keeper, to allow GBC to recover
penalty charge notice fees.
