Purpose
To agree the updated Business Case and delivery plan for
our overall small sites programme and to agree appropriate officer
delegations to progress the associated procurement.
This item was previously listed on the Forward Plan as two
separate items which have been merged to form the Small Sites
Programme:

Decision:
1.
Recommend to full
Council (meeting 29 July 2025) that it RESOLVE to:
Approve a
budget of £12,095,000 (twelve million and ninety five
thousand pounds) from the Housing Revenue Account (HRA) Capital
Fund based on the updated Outline Business Case, provided at Exempt
Appendix 1 to this report, to deliver (from this point onwards) the
Small Sites Programme as set out in Appendix 1.
2.
Subject to
approval from full Council, the Executive resolve to delegate to
the Strategic Director of Economy, Planning and Place, in
consultation with the Lead Councillor for Housing and Corporate
Services and the Lead Councillor for Economy and Place, authority
to enter into all necessary contracts and such other legal
agreements and take any other necessary action connected with the
Small Sites programme, as set out in Appendix 1, in compliance with
the Contract Procedure Rules and within the approved budget;
and
Reason(s):
1.
The HRA
Small Sites programme will deliver new, affordable Council homes in
on underutilised plots of land owned by the Housing Revenue
Account, supporting the Council’s Corporate Strategy
(2024-2034) objective of providing “Decent and affordable
homes”.
2.
The
redevelopment will also provide replacement for the end-of life
stock properties, which have exceeded their design life.
