Objections to the developers planning
application were received from Surrey County Council (SCC) and the
bus operators. Their objections related to the negative effect on
bus services caused by the removal of the southern entrance to the
bus station, accessibility issue created by the screen between the
concourse and apron and the lack of passenger and driver
facilities. These were reasons for refusal of planning consent. The
developer will propose, in the revised planning application, that a
southern entrance is retained, the secondary canopy is removed to
enable bus access, the screen is replaced by balustrades and that
passenger and driver facilities are provided in the former kiosk
area. There are also other smaller design changes for maintenance
reasons. Apron works have been described and the Bus shelter
specification has been included.
In respect of North Street the southern entrance will require the
creation of a raised table in the roadway, at the junction on North
Street and Commercial Road to slow buses and the North Street gate
will be move to the east of Commercial Road. These changes are also
required to remove SCC/Bus operator objections.
To make these change, under the Sales and Purchase Agreement (SPA),
the developer requires GBC’s written consent, that cannot be
unreasonably withheld. Therefore, the Strategic Director of Place,
in consultation with the lead Councillor for Regeneration intend to
use delegated powers to grant such consent.
