Reasons for the decision

To enter into a contract to repair the culvert
and spillway to the extant Gunpowder Mills; the culvert is
structurally unsound and forms the Council’s main point of
access into and out of the site.

Alternative options considered

The decision meets the statutory & policy
requirements for the Council and there were no alternative options
available.
