Guildford Borough Council to enter into a
Contract with Hunter and Partners Ltd in relation to the provision
of consultancy services to support the Council in relation to the
redevelopment of the site at Guildford Park Road Car Park. The
appointment is to fulfil the role of ‘Council
Representative’. The contract value is £129.950 +
VAT
Reasons for the decision
The project Business Case, approved by Council
on 22 July 2024 set out the requirement to appoint a consultant to
deliver this requirement to support the Council throughout the
duration of the project.
Following a procurement exercise, Hunter and Partners Ltd were
identified as the winning tenderer having supplied the most
advantageous tender.
Alternative options considered
Option 1
No external consultant appointment for this requirement:
- the appointment of this advisor was recommended to mitigate the
risk of an unsatisfactory project outcome due to lack of experience
of the proposed project delivery mechanism in house.
- the consultant is also required to perform certain duties as set
out with the Development Agreement.
Option 2
Consider other suppliers
- tender submissions for the requirement were obtained from 2
additional suppliers (3 in total);
- the tender process was managed by The Council's procurement team
in line with relevant policies and legislation;
- the selection criteria was set as 60%/40% for quality/price
elements of the bids;
- the evaluation of quality aspects for the bids was carried out
independently by Council officers and then moderated with the
procurement officer;
- the chosen consultant achieved the highest score based on the
price and quality requirements that were set.
