AECOM was appointed to deliver the first phase
of consultancy works relating to flooding issues at Sopwith Close -
a Council owned development - and Wellington Place, Ash, via a
direct award under the Crown Commercial Services framework. This
work was completed earlier this year.
The Council is seeking to instruct a second phase of related works,
valued at £31,538.71 exc. VAT, as a variation to the existing
contract.
The work will cover hydrological modelling of the Blackwater and
options identification.
Reasons for the decision
There is an identified flooding issue
impacting Sopwith Close - this next phase of work is required to
progress with the identification of options that may help to
alleviate the issue. Aecom has the relevant experience and
background knowledge of the site and modelling of the Blackwater
which they have completed for the EA, which warrants an extension
of their existing contract.
Alternative options considered
The Council could decide not to appoint Aecom
and not progress with further work. However, the Council is aware
of an existing problem and has been working with other Local Flood
Authorities to progress a solution.
The Council could also decide not to appoint Aecom, but rather
appoint a different consultant. However, Aecom successfully
completed the first phase of work and has both a good understanding
of the site and issues experienced, and a rapport with the local
Flood Action Group.
