This is a specialist assignment and as Solace
have previously been appointed to conduct strategic work for GBC it
was agreed that they are best placed to carry out the
assignment.
The assignment will enable and facilitate change in the IT space at
pace, providing expert support to the IT team.

Reasons for the decision

To progress the implementation of the
recommendations made following the Local Government Association
review.
Working to a constrained timeline, immediate external support was
required to deliver a business case for accelerated IT
improvement.

Alternative options considered

A waiver was approved by the Joint Strategic
Director of Finance and Resources waiving the CPR requirement 8.5
to source 3 quotes as it was demonstrated that the nature of the
market for these services has been investigated, and it is
demonstrated that a departure from the rules is justified.
The service have actually sought quotes from several providers and
the rate that has been agreed is the market rate expected and
demonstrates best value.
