Purpose
To review and adopt the policy
Content
Decision:
1.
Approve the Mutual Exchange Policy as set out in
Appendix 1.
2.
Delegate
approval all of the Housing Service policies to the Portfolio
Holder for Housing in consultation with the Assistant Director for
Housing, the Tenant Engagement Group and Housing Operations
Board.
Reason(s):
To
ensure that the Housing Service has a documented Mutual Exchange
policy to promote mobility and choice for tenants, make efficient
use of housing
stock, and ensure compliance with statutory and regulatory
requirements.
The draft
Mutual Exchange Policy was developed with the Tenant Engagement
Group and presented to the Housing Operations Board on 9 July
2025. The Group and Board support the
adoption of the policy.
The
request for delegation is to improve the speed of governance
decisions for Housing Service policies to enable swifter
publication and implementation to progress
improvements. The policies are mainly
operational, developed in line with legislative and regulatory
requirements and good practice.
Authority is sought for the Portfolio Holder to approve policies in
consultation with the Assistant Director for Housing, and the
Tenant Engagement Group and Housing Operations Board who will
provide external review.
