To award a one-year responsive repairs
contract to CLC Contractors Ltd.

Reasons for the decision

•Additional capacity is required to
ensure that the responsive repairs can be carried out in a timely
manner and meet legislative and regulatory requirements.
•Additional capacity will also resolve the issue that several
of the existing sub-contractors used by the Direct Labour
Organisation (DLO) are at, or nearing, the financial limits set in
their contracts. Some of the existing contracts are currently not
providing value for money which is why this recommendation is being
made.
•An urgent decision is required to enable quick mobilisation
of a new contract.
•A one-year contract will allow for a review of future
arrangements to take place and secure longer-term arrangements.
Officers consider one year as a minimum term due to the cost and
investment in mobilisation to both the contractor and GBC.

Alternative options considered

To not award an additional contract (not
recommended). This would leave the Council unable to fulfil the
need for responsive repairs and would lead to significant
overspends on existing contracts.
To extend contract to existing contractors (not recommended). These
contracts cannot be extended further without breaching procurement
thresholds. In addition, concerns about value for money and service
consistency mean that the Council does not consider these providers
suitable for further contract extension.
To award contract to another contractor (not recommended). The
Council has explored other contractors with whom the Council or
Waverley have an existing relationship, but at present only CLC is
able to take on the additional work at short notice.
