Decision
To approve the appointment of Madlins LLP to provide professional consultancy services in relation to the 59–61 Shawfield Project at a total value of £40,000 (forty thousand pounds) for a one-off engagement.
This appointment will enable Madlins LLP to act as Employer’s Agent, assume design responsibility, and oversee project completion, including review of the previously delivered works, coordination with the original architect, and assurance of compliance with Building Control and statutory obligations.
Reasons for the decision
The Council is progressing a long-standing adaptation project to merge two semi-detached dwellings into one accessible home for a family with two severely disabled children.
Madlins LLP possess prior detailed knowledge of the project and are best placed to ensure design integrity, continuity, and value for money.
Appointing Madlins LLP directly under a waiver of Contract Procedure Rules is justified on the grounds that:
• The requirement is time critical.
• The services are of a specialised nature.
• Madlins LLP’s previous involvement provides continuity and mitigates risk.
• It is in the overall best interests of the Council and the affected household.
Alternative options considered
Do nothing – Rejected as it would delay essential works and prolong unsuitable housing for the family.
Appoint a new consultant – Rejected as it would increase risk, cost, and time while duplicating work already undertaken.
Appoint Madlins LLP – Recommended option, providing best value and continuity.
