Approval to procure the services of BPG
Architects & Surveyors to act as management agent for Guildford
Borough Council in relation to 26 Bedford House. Services will
include project management, contract administration, and BSR
compliance across three stages:
Scope of Services:
Stage 1: Pre-contract works, preparation of floor plans, full
specification for remedial works, schedule of works for pricing,
tender exercise with pre- and post-tender administration, and
submission of BSR Gateway 2 application to HSE. Fee: £6,500
plus VAT and statutory fees.
Stage 2: Pre-construction administration, pre-start meeting,
management of project as CA/QS/PD CDM and BSR over 3-4 months,
including visits and progress meetings, collating information for
BSR Gateway 3 submission. Fee: £11,500 plus VAT and statutory
fees.
Stage 3: Post-construction administration, agreement of final
account, attendance at expiry of DLP, and contract finalisation.
Fee: £1,500 plus VAT and statutory fees.
Total Fee: £19,500 plus VAT and other applicable statutory
fees.

Reasons for the decision

BPG Architects & Surveyors have extensive
experience in delivering similar public sector projects and have
previously worked with Guildford Borough Council.
Engaging BPG ensures professional oversight of cost control,
contractual compliance, and health and safety standards, reducing
project risk and ensuring efficient delivery.
Their appointment offers continuity, speed of delivery and better
value than starting a new procurement process, supporting timely
remediation works for 26 Bedford House

Alternative options considered

Do nothing – rejected. This would delay
essential works, prolong unsuitable housing conditions for the
resident, and risk non-compliance with BSR requirements.
Appoint a new consultant via further procurement – rejected.
Re-tendering would add time, cost and risk; it would duplicate work
already undertaken and delay Gateway submissions.
Appoint Madlins LLP – considered. Madlins are a competent
alternative, but BPG were selected as the preferred supplier
because of their specific programme availability, prior
relationship on similar compliance projects, and the best
combination of continuity and value for this scope.
