Recommendation to Award (RTA) including
details of procurement and evaluation of costs have been
approved.

Reasons for the decision

The direct award of this contract is in
accordance with the Council’s CPR (16) and the permitted
processes and terms and conditions of the framework
agreement.

A direct award enables the Council's requirements to commence
expediently, within the set schedule and with a suitably qualified
contractor.

Harmony Fire Limited (Co. Reg: 10427303) was appointed to the LHC
FS2 Framework – Lot 4a: Passive Fire Protection
Installations. They are the top-ranked contractor on the framework
agreement achieving a MEAT score of 79.66%.

The requirement of this contract is the provision of passive fire
protection installation services to Council owned homes including
surveys, design, new and replacement installations, remedial works
and maintenance, as may be necessary to achieve fire safety
compliance as per any current and future applicable fire safety
legislation.

Alternative options considered

In view of potential health and safety
implications, a direct award of contract from a compliantly
tendered framework to expediently engage a suitably qualified
contractor was the preferred and approved procurement
route.
