Metering and Data Services contract to STARK for a period of five
(5) years, commencing on 1 January 2026, at a total contract value
cost of £237,500 (two hundred and thirty-seven thousand, five
hundred pounds).
Reasons for the decision
1 The requirement to have a metering and data
services contract is driven by OFGEM’s programme moving onto
MHHS (Market half hourly settlement). It is imperative that the
Council has fully functional meters across the portfolio to ensure
accurate billing and to have energy data available to property
managers.
2 The procurement exercise was conducted under the Laser Framework
Energy Management Services Lot. STARK demonstrated clear value for
money and provided the Council with confidence in its ability to
deliver a consistent and reliable service.
