Content

To approve the award of the Night Security and
Patrols for Car Parks contract to MadiganGill Resource Limited for
a period of three (3) years with the option to extend for a further
one + one years, commencing on 1 March 2026, at a total contract
value cost of £979,245 (Nine hundred and seventy nine
thousand, two hundred and forty five pounds).

Reasons for the decision

The requirement to have this contract ensure
the continued safety, security, and effective management of the
Council’s car parks and associated facilities during
night-time hours. The services provide essential surveillance, CCTV
monitoring, incident response, safeguarding of vulnerable
individuals, and coordination with patrol officers and emergency
services, helping to prevent crime, manage risks, and maintain
public safety.
The procurement exercise was conducted under the ESPO Framework
347_22 Security Services Lot 4a. The recommended supplier
demonstrated clear value for money and provided the Council with
confidence in its ability to deliver a consistent and reliable
service.

Alternative options considered

Do nothing – this option was dismissed.
Not having a contract in place would increase operational and
reputational risks for the Council. The absence of structured
monitoring and safeguarding arrangements could result in damage to
Council assets, service disruption, potential legal or regulatory
non-compliance, and loss of public confidence in the
Council’s ability to manage and protect its public spaces
effectively.
