Decision

To allow legal services to review and sign the Customer Access agreement to the CCS National Fuels 3 framework which is to used as a route to market for existing and future contracts let by the Council (in accordance with GBC/WBC CPRs paragraph 16(a)(b)(c)

Reasons for the decision

A procurement exercise has been conducted and a pipeline item has been approved by executive.
It has been agreed that the CCS national fuels 3 framework should be used to procure fuel for the depot.
As part of the framework access agreement process a site addition agreement needs to be signed on conclusion of each procurement exercise prior to award of the contract

Alternative options considered

Procurement have conducted extensive research and considered other routes to market.
It has been evidenced that the CCS framework quarterly aggregation would present the best value based on recent invoice comparisons carried out by CCS.
