To award the Emergency Planning
support contract to Applied Resilience for a period of 3
years including an option to extend for a year (3+1) at a cost of £80,250.
In December 2022 the S151 officer approved a waiver from
procurement to enable the award of the contract to Applied
Resilience following the recommendation from the Executive on the
basis that there was no alternative supplier who could provide the
complex and comprehensive range of emergency response services
offered by Applied Resilience, That situation has not changed and
Applied Resilience now provide this service to 7 Surrey local
authorities with a proven track record.

Reasons for the decision

To ensure the Council has an Emergency
response capability.

Alternative options considered

Not having an emergency response capability
– Not acceptable and in breach of statutory duties.
