Purpose

To award a long term contract following
procurement exercise to lift contactor to provide maintenance and
out of hours support to all council owned lifts in the
borough.

Content

To approve the award of the Lift Maintenance
and Repair contract to Stannah Lift Services Limited for a period
of three (3) years commencing on 1 April 2026, at a total contract
value cost of £243,384 (Two hundred and forty three thousand,
three hundred and eighty four pounds).

Reasons for the decision

1 The Council is seeking approval to award a
new contract for the planned preventative maintenance and
responsive repair of passenger lifts in Council-owned buildings
across Guildford Borough. The current contract is due to expire,
and without a replacement, there would be a risk of service
interruption, non-compliance with statutory requirements, and
reduced accessibility in Council facilities.
2 The procurement exercise was conducted under the Open Process
under the Procurement Act 2023 (PA23). The recommended supplier
demonstrated clear value for money and provided the Council with
confidence in its ability to deliver a consistent and reliable
service.
3 The contract will run from 1 April 2026 to 31 March 2029,
ensuring continuity of service, compliance with statutory
obligations under BS 5655, and value for money.

Alternative options considered

Do nothing – take no action and allow
the current contract to expire. This would leave the Council
without formal lift maintenance or repair provision, creating
significant risk of service interruptions, safety incidents, and
non-compliance with statutory regulations. This option is not
recommended.
