Purpose

To approve the contract award to resurface the upper deck car park at Guildford Spectrum.

Decision

That the Joint Strategic Director for Finance approve the award of the car park resurfacing works contract at Spectrum Leisure Centre to Tremco CPG Structurecare Services Limited for a period of three months, commencing on the 22 June 2026 at a cost of £416,582.69 (four hundred and sixteen thousand five hundred and eighty two pounds sixty nine pence only).

Reasons for the decision

1 The rubberised decked surface of the car park at Guildford Spectrum Leisure Centre has reached the end of its serviceable life and is showing visible signs of deterioration. Areas of the surface are lifting and breaking, creating both operational and maintenance concerns. In addition, water ingress has been recorded in several areas beneath the decked structure. If this issue is not addressed, there is a risk that water penetration could begin to affect internal facilities located below the car park, including the Spectrum bowl.
2 Under the terms of the Leisure Operating Contract (LOC), Guildford Borough Council retains responsibility for the maintenance and replacement of the car park surface. The deterioration of the current surface therefore requires intervention to ensure the Council continues to meet its contractual and asset management responsibilities.
3 Following a competitive procurement exercise, the tender submitted by Tremco CPG Structurecare Services Limited achieved the highest overall evaluation score when assessed against the agreed quality and price criteria. The company demonstrated both the highest quality score and the most competitive price submission, resulting in the strongest overall value for money proposition. Their submission provided clear evidence of an effective methodology, robust risk management arrangements and strong relevant experience delivering similar public sector projects.
4 The recommended award therefore represents the most economically advantageous tender and provides confidence that the works can be delivered safely, efficiently and with minimal disruption to the operation of the leisure facility.

Alternative options considered

Do nothing – this option is not recommended. Under this option, the Council would take no action to address the deteriorating car park surface. While this would avoid the immediate financial cost of undertaking the works, it would allow the existing issues to continue to worsen. Over time, further degradation of the surface would likely increase the extent of water ingress into the structure below. This could potentially lead to damage to internal facilities located beneath the car park deck, including the Spectrum bowl, resulting in more extensive and costly repairs in the future. In addition, continued deterioration could present operational and safety concerns for users of the car park. For these reasons, this option is not recommended.
