Purpose

To agree the award of the HRA Small Sites (Clover Road and Rapleys Field) Contract.

Decision

To approve the award of the following contracts to Francis Construction Limited:
Contract 1 - Clover Road Demolition Contract for a total contract value of £56,674.53 (fifty-six thousand, six hundred and seventy-four pounds and fifty-three pence);
Contract 2 - Clover Road Pre-Construction Services Agreement (PCSA) for a period of one (1) year, for a total contract value of £137,912.61 (one hundred and thirty-seven thousand, nine hundred and twelve pounds and sixty-one pence); and
Contract 3 - Rapleys Field Pre-Construction Services Agreement (PCSA) for a period of one (1) year, for a total contract value of £97,177.39 (ninety-seven thousand, one hundred and seventy-seven pounds and thirty-nine pence).

Reasons for the decision

1 The recommended bidder achieved the highest overall combined score across quality and price, demonstrating a strong and well-balanced submission that provides confidence in successful project delivery.
2 The procurement process was undertaken in line with relevant regulations using a framework, ensuring a compliant, transparent, and competitive process that delivers value for money for the Council.
3 The award enables the timely progression of much-needed affordable housing, supporting the Council’s strategic objectives and delivering tangible benefits for current and future residents.

Alternative options considered

Do nothing – This option would result in significant delays to the delivery of new housing, increased costs due to inflation and market changes, and additional resource requirements for the Council. It would not support the Council’s strategic housing objectives. This option is not recommended.
