Purpose
That the Executive approves the grant of a new 10-year lease at less than best consideration, being a peppercorn, to Guildford Action for Community Care at Beverley Hall Community Centre, Haydon Place, Guildford.
Decision
Decision:
That the Executive approves the grant of a new 10-year lease at less than best consideration, being a peppercorn, to Guildford Action for Community Care at Beverley Hall Community Centre, Haydon Place, Guildford.
Reason(s):
- To ensure Beverley Hall Community Centre remains open and available to the community.
- To support the activities of Guildford Action for Community Care.
Other options considered and rejected by the Executive:
- To not agree the grant of a new 10-year lease at a peppercorn rent, which would not be recommended as this would stop the operation of the community centre as well as the services provided by GACC.
- To charge GACC a market rent for a new 10-year lease; however, this is not recommended, as this would not be accepted by GACC who operate the community centre on the Council’s behalf and differs from their current arrangement.
- For the Council to operate the Community Centre on its own account; however, this has a substantially higher operating costs for the Council and would result in the loss of vital services that GACC provide.
Details of any conflict of interest declared by the Leader or lead councillors and any dispensation granted:
None.
