To agree and award the contract.

Decision

Decision:

To approve the award of the Hot Jet Washing Services contract to CTG Enterprises Ltd for an initial period of three years, with the option to extend for two further periods of twelve months each, at a total contract value of £334,725.

Reason(s):

  1. The Council requires a specialist contractor to deliver planned hot jet washing services across a range of public realm assets to maintain safe, clean and welcoming public spaces for residents and visitors.
  2. The procurement was undertaken using the Open Procedure in accordance with the Public Contracts Regulations 2015. Eight compliant tenders were received and evaluated in accordance with the published award criteria. CTG Enterprises Ltd submitted the Most Economically Advantageous Tender, offering the optimum balance of quality and price.
  3. CTG Enterprises Ltd demonstrated a clear understanding of the Council's operational requirements and, as the incumbent contractor, possesses detailed knowledge of the Council's sites and service requirements. This will support a seamless transition into the new contract, minimise mobilisation risks and ensure continuity of service delivery.

Other options considered and rejected by the Executive:

Do nothing - Failure to award the contract would result in deterioration of public realm assets, increased health and safety risks and a reduction in the quality and appearance of public spaces. This option is not recommended.
