Guildford Borough Council to outsource their housing tenancy fraud function to Waverley Borough Council under a direct award contract through delegated decision by the Director of Housing

Reasons for the decision

Through pooling of resources WBC can benefit from a larger and more resilient team. GBC can benefit from in house knowledge, expertise and direct monitoring from Director of Housing.

Alternative options considered

Option 1 - remain as is
Option 2 - expand in house teams separately within GBC and WBC. No benefit of pooling resources
Option 3 - GBC and WBC create a joint housing fraud team with two officers who are W and G only with separate functions - rejected due to data issues
Option 4 - GBC and WBC to create joint fraud team - alternative governance route aged with legal colleagues
option 5 - contract out eternally - less responsive, no in house knowledge nor internal monitoring
