Purpose
Hire of waste vehicles whilst the procurement of new waste vehicles is undertaken.
Decision
That the Officer with Delegated Decision resolves to:
Approve the award of a contract to Riverside Truck Rental Ltd for the temporary hire of specialist refuse collection vehicles and sweepers for an initial period of one year, with the option to extend for a further period of twelve months, at an estimated annual contract value of £1.2 million.
Approve the award of a contract to West Wallasey Fleet Hire Services for the temporary hire of vans and caged tipper vehicles for an initial period of one year, with the option to extend for a further period of twelve months, at an estimated annual contract value of £190,000.
Reasons for the decision
1 The Council requires temporary hire arrangements for specialist Environmental Services vehicles to ensure the continued delivery of statutory waste collection, street cleansing and parks services while replacement vehicles are procured and delivered through the Council's fleet replacement programme.
2 The procurement was undertaken through the TPPL Framework, providing a compliant and value-for-money route to market. Riverside Truck Rental Ltd and West Wallasey Fleet Hire Services were identified as offering the most economically advantageous solutions for their respective vehicle categories based on vehicle availability, operational suitability, service support and pricing.
3 Awarding the contracts will reduce the risk of service disruption arising from an ageing fleet, ensure operational resilience and enable the Council to maintain frontline environmental services until permanent replacement vehicles become available.
Alternative options considered
Do nothing - Failure to award the contracts would increase the likelihood of service disruption as existing vehicles continue to deteriorate. This would impact the Council's ability to deliver statutory environmental services and could result in increased maintenance costs, reduced operational resilience and reputational damage. This option is not recommended.
