Decision
- Purchase 240L refuse bins for use in our domestic waste service via ESPO.
- Purchase 240L recycling bins for use in our domestic waste service via ESPO.
- Purchase 1100L bins for use in our commercial and domestic waste services.
This is for a one off urgent procurement to ensure resident demand is fulfilled while tender process for 3 year contract is undertaken. The active tender was set out in the Executive Pipeline report (14 August 2025).
Reasons for the decision
To continue to realise the environmental benefit and improved health and safety to our operatives by using wheeled bins instead of plastic sacks.
To continue business as usual operations and facilitate the delivery of bins to -
- Residents with a missing bin
- Residents with a broken bin
- Residents in flats switching to communal bins
- Residents that have moved into a newly built home
- Businesses that are subscribed to the Council's commercial waste service
Alternative options considered
- Metal 1100L bins are vastly more expensive so were rejected in favour of plastic 1100L bins.
- Manufacturers chosen for these purchases are previously used by Guildford Borough Council, offer competitive pricing, have a tried and tested high quality standard, are part of the ESPO framework, and are signed off for safe use on our vehicles.
