Decision
To create a Joint Social Value and Partnerships Officer post (12-month fixed term contract) post, with costs shared 50/50 with Waverley Borough Council.
Reasons for the decision
A new post is needed to ensure we are meeting our duties and legal obligations under the Procurement Act 2013 across the Council and deliver against our newly published social value strategy and action plan.
Alternative options considered
Remain as is: No dedicated capacity; action plan not delivered.
Do minimum: Delay until West Surrey transition. Social value opportunities in current contracts are missed, with only statutory requirements met through new contracts.
Do maximum: Create a Joint Social Value and Partnerships Officer role (12 month FTC) to drive delivery of action plan and strategy, secure early contract benefits, and align with Surrey partners ahead of vesting day. (recommended)
Contract out: Not financially viable; costs would exceed the available budget.
