Decision
IT has a high number of procurements that are often high value and complex. As part of our IT improvement plan it is essential that we are able to progress these at pace working closely with colleagues in procurement, legal and finance to ensure we are making a real difference to the organisations. At the moment the IT managers are spending a significant amount of time supporting this work which is distracting them from essential business delivery. This role would provide a dedicated resource to support service procurement activity and reduce pressure on other areas of the service allowing them to focus on key deliverables.
Reasons for the decision
This role will make significant improvements to the contract management within ICT.
-Ensuring procurements are undertaken in good time and in a planned approach
-Remove pressure from the IT managers to allow them to undertake strategic, value added work
-Better dedicated contract management overall
-Provide an overview of expiring contracts at both organisations that would allow us to optimise savings opportunities by potentially aligning contracts across the collaboration (in line with current procurement regulations)
-Free up other IT staff to deliver improvements to the organisation as in the IT improvement plan
Alternative options considered
Remain as is:
•We could remain as is with the IT managers and senior staff undertaking procurement activity.
Do minimum:
•Training other members of the team in the procurement processes and improve communication between the two IT teams when renewals are taking place
Other:
•Outsource role to a third party.
