Grant an Access Licence to Network Rail over part of Guildford Park Road site

Decision
Officer Decision to grant Network Rail a temporary access licence to facilitate essential drainage works in the area at Guildford Park Road.
Reasons for the decision
These works will permit the temporary use of the land for a small compound, including a welfare unit, together with parking associated with the essential drainage works Network Rail are delivering in the area. The areas are currently not accessible to the public and are fenced off by Heras fencing.
Alternative options considered
The alternative option is to not grant the Access Licence. This option was considered but is not recommended as it may prevent or delay Network Rail from undertaking the essential drainage works within the required programme. The works are necessary infrastructure works and the proposed licence provides a controlled and time-limited mechanism for the temporary use of the land whilst protecting the Council's interests through formal legal documentation.
