RESOLVED:

That Cabinet:

  1. 1.  Approve the North London Joint Waste Strategy for the period 2025-2040 as set out in Appendix 1, ensuring Hackney is working with partners on delivering a joint waste management strategy for North London.
  2. 2.  Delegate authority to the Director of Environment & Climate Change, in consultation with the relevant cabinet member, to update and approve the North London Joint Waste Strategy, following any minor amendments from the partner constituent boroughs and the North London Waste Authority.

REASON(S) FOR DECISION:

It is a requirement under section 32 of the Waste and Emissions Act 2003 for waste authorities in a two-tier area to have a joint strategy for the management of waste in their area.

The North London Joint Waste Strategy (JWS or ‘the Strategy’) has been approved by the North London Waste Authority, of which Hackney are partners, at the 19 June 2025 Authority meeting. The content of the JWS may be subject to minor additions and minor amendments until the governance approval process in all constituent authorities has concluded. The constituent borough councils are: Barnet, Camden, Enfield, Hackney, Haringey, Islington & Waltham Forest. An update will be made at the autumn/winter 2025 NLWA Authority meeting regarding the outcome of these decisions, and if applicable, it will be noted that the Strategy has completed the approval processes and will become formal policy.

The JWS has been prepared by the North London Waste Authority (NLWA) over the past three years in collaboration with Hackney and the other six boroughs, through an extensive development process including regular engagement with both officers, members and the public. The final JWS and supporting documents can be found in the appendices of this report.
