3.1   To note the overall financial
position of the Council as at August 2025
and in particular the overspend and the initiatives set out to
mitigate
this.

3.2   Agree the Children and Education
Directorate proposal to establish a
 
Prevention and Early Intervention programme comprising three
 
initiatives which aim to reduce growth by £7.4m by 2028/29,
as set out
 
in 2.11 of the report and in Appendix 2.
