RESOLVED:
 
Hackney Procurement Board:
 
1. 
Approve the procurement to secure a concession contract for a
single delivery partner for the Hackney Estate Parcel Locker
Deployment Project through the Competitive Flexible Procedure under
the Procurement Act 2023, to establish a concession contract for
the installation, operation and maintenance of parcel lockers on
Council-owned housing estates and related sites.
2. 
Approve the Full Deployment (Option C) approach,
allowing for a phased implementation beginning with a small-scale
pilot, to enable the borough-wide rollout without the need for
further procurement approval.
3. 
Note that this represents a spend-to-save investment with potential
annual income to the Council of
£300,000–£500,000, and an estimated concession
value of £3 million–£5 million over the 10-year
contract term with a planned initial term of 4 years followed by 2
year extensions, requiring no additional capital or revenue budget
from the Council. Are optimistic of the success of this due to the
increased demand on delivery lockers therefore our aspirations are
that this initiative will continue to expand exponentially. That
concession contract to have break clauses for convenience to the
Council likely with 24 months notice
after the immediate term and immediately for cause / breach, these
arrangements to be developed with the Procurement / Legal / Finance
team during the procurement so as to maximise the benefits to the
council.
4. 
Return back before award to the relevant approval committee (HPB or
CPIC).
5. 
The project team proposes, and seeks approval, to use social media
as a route to generating a market / interest in this endeavour and
seeks the relevant approvals from HPB to announce this project -
which will likely create significant profile and interest to all
involved.
