Application to Vary a Premises Licence –
Local Supermarket, 140-142
Kingsland High Street, London E8 2NS –
APPROVAL
The decision of 11th December 2025
The Licensing Sub-Committee, in considering
this decision from the
information presented to them within the
report and at the hearing and having
regard to the promotion of the licensing
objectives:
? The prevention of crime and disorder
? Public safety
? Prevention of public nuisance
? The protection of children from harm
The application to vary a premises licence has
been approved in accordance
with the Council’s Statement of
Licensing and the proposed conditions set out
in paragraph 8.1 of the report.

shall be sold or supplied at the premises.
Reasons for the
decision
The application to vary this premises licence
has been approved, as members
of the Licensing Sub-Committee were satisfied
that the licensing objectives
would not be undermined in the Dalston Special Consideration Area (Dalston
SCA).
The Sub-Committee took into consideration that
4 Other Persons (local
residents) made written representations on the
grounds of the four licensing
objectives. The local residents did not attend
the hearing, however, their
written representations were taken into
account. The Sub-Committee noted
there were no objections from the other
Responsible Authorities.
The Sub-Committee took into consideration
representations from the
Premises Licence Holder’s legal
representative that the Premises Licence
Holder had demand from customers buying
groceries who want to buy alcohol
after 23:00. The Sub-Committee heard that the
extension of hours is being
applied for in response to this demand. The
Premises Licence Holder
contended that the additional hours will not
add to the cumulative impact in
the area. The Sub-Committee noted that the
Premises Licence Holder has
lived and worked in the borough for a number
of years and is familiar with the
nature of the area.
The Sub-Committee decided after hearing from
the representative of the
Premises Licence holder to grant the extended
hours. The Sub-Committee felt
that on this occasion the objections raised by
the local residents were
generally about the
area and were not specific to the premises.
The Sub-Committee took into account the
current Section 182 Guidance
when making their decision.
Having taken all of the above factors into
consideration the Sub-Committee
was satisfied that by granting this variation
of the premises licence, the
licensing objectives would continue to be
promoted in the Dalston Special
Consideration Area (Dalston SCA).
