The Licensing Sub-Committee, in considering this decision from the information presented to it within the report and at the hearing, has determined that having regard to the promotion of the licensing objectives:

·  The prevention of crime and disorder;

·  Public safety;

·  Prevention of public nuisance; and

·  The protection of children from harm

And in particular upon consideration of the objection notice given by the

Metropolitan Police Service is satisfied that the proposed event would

undermine the licensing objectives. Therefore, the Sub-Committee has served

a Counter Notice.

Reasons for the decision

The Licensing Sub-Committee took into consideration the objection received from the Metropolitan Police Service (“the Police”) to the Temporary Event Notice (TEN) for the period commencing 25/07/2026 at 23:00 finishing on 26/07/2026 at 03:00.

The Sub-Committee took into account the location of the premises on Stoke Newington Road opposite residential flats which will be affected by late night noise. The premises normally operates as a hairdresser. The Police made representations that they had concerns about the impact of the late night noise on local residents.

The Sub-Committee heard that the Police made enquiries with the Council’s Environmental Protection Service who confirmed 3 noise complaints were received on 28 June 2026 from 3 separate households.

The Sub-Committee heard that since those noise complaints the Premises User has since provided the Police with a Risk Assessment. However, the Police still have concerns about the impact on the area late at night.

The Sub-Committee took into consideration representations from the Premises User that this was the first time that they had given a TEN. The Premises User gave the notice to authorise alcohol sales at a birthday celebration selling alcohol. The Premises User will employ SIA security at the event during the party to help monitor and manage the guests. The Premises User said they had informed local residents and tried to mitigate the disturbance that the celebration may cause.

The Premises User made representations that they were aware of the incident on the 28th June 2026, and acted immediately to resolve the noise complaint on the night. The Premises User said that she was not aware that the local residents had made formal complaints about the noise issue. Since then the Premises User prepared a detailed response to the Police.

The Sub-Committee felt the noise problems would reoccur, and that it was necessary and proportionate to issue a Counter Notice to prevent public disorder and noise disturbance to local residents late at night.
