The Licensing Sub-Committee, in considering this decision from the information presented to it within the report and at the hearing, has determined that having regard to the promotion of the licensing objectives:

·  The prevention of crime and disorder;

·  Public safety;

·  Prevention of public nuisance; and

·  The protection of children from harm

And in particular upon consideration of the objection notice given by the Metropolitan Police Service is satisfied that the proposed event would undermine the licensing objectives. Therefore, the Sub-Committee has served a Counter Notice.

Reasons for the decision

The Licensing Sub-Committee took into consideration the objection received from the Metropolitan Police Service (“the Police”) to the Temporary Event Notice (TEN) for the period commencing 15/08/2026 at 23:00 finishing on 16/08/2026 at 03:00.

The Sub-Committee took into account that Police have objected to the Temporary Event Notice (on the grounds of the prevention of crime and disorder, public safety and the prevention of public nuisance).

The Sub-Committee felt that the Police proved with their evidence why the event should not be authorised. The Sub-Committee noted that the Police received from the Premises User CCTV evidence late just before the hearing, and were not able to take that into consideration.

The Sub-Committee took into consideration that the Premises User had not provided the evidence requested by the Police,.and the Premises User did not inspire confidence.

The Sub-Committee took into consideration the representations of the Premises User. The Sub-Committee found it difficult to understand the Premises Users management structure and how the premises operated on a daily basis.

After hearing the evidence presented to them the Sub-Committee, were not satisfied that the Premises User demonstrated why they should be allowed to operate this event.

The Sub-Committee felt that the Premises User needed to sort out their management structure, and build confidence in the responsible authorities in order to operate later hours. The Sub-Committee felt the Premises User needed to demonstrate accountability to ensure that the premises operated safely and more responsibly.

The Sub-Committee felt that it was necessary and proportionate to issue a Counter Notice.
