The Licensing Sub-Committee, in considering this decision from the information presented to them within the report and at the hearing and having regard to the promotion of the licensing objectives:

Reasons for the decision
The application for a premises licence has been approved as members of the Licensing Sub-Committee were satisfied that the licensing objectives would not be undermined.
The Sub-Committee took into account that the Applicant agreed conditions with the Environmental Protection Service, and Environmental Enforcement and the Police, and they withdrew their representations. The Sub-Committee took into consideration that there was one objection to the application from a local resident. The Sub-Committee noted that there were no representations from the other Responsible Authorities.
The Sub-Committee took into consideration representations from the Applicant that they would be operating a music and arts venue. The Sub-Committee heard that the Applicant intended to end music and service 30 minutes before closing. There would be a maximum of 15 smokers outside after 23:00. The Applicant provided an acoustic report that took into account the local residents and that they had done work as far as possible on soundproofing.
The Sub-Committee took into account the written representation of the local resident who highlighted that the premises are within 180 m of the residential area. The local resident felt this premises was not appropriate operating until 01:00 close to a residential area. It will prevent local residents from sleeping with their windows open due to the impact of the noise.
The Sub-Committee noted that other venues operated later. The Sub-Committee felt no additional noise or antisocial behaviour would result from these hours. The Sub-Committee was satisfied that the Applicant had provided an acoustic report and the responsible authorities were happy with the report. The Sub-Committee noted that there would be small private and ticketed events, and SIA will be in place to deal with dispersal.
The Sub-Committee noted that the Applicant reached out to the local residents by letter. It was also noted that it is a busy area and could bring economic benefit to the area.
Having taken all of the above factors into consideration the Sub-Committee was satisfied that by granting the premises licence the licensing objectives would not be undermined.
