Decision

Resolved:

To implement the learning from a number of recent social capital pilot projects, undertaken in response to the 2024-25 Director of Public Health report on this topic, it was recommended that the Health and Wellbeing Board adopted the following recommendations:

  1. 1  Commitment to social capital as an explicit strategic outcome by embedding measurable social capital metrics within the core performance framework of the emerging City and Hackney Neighbourhood Health Plan.
  2. 2  Co-produce neighbourhood health plans with communities by identifying opportunities to build community voice into Neighbourhood Health governance. Considered implementing a Community-Led Needs Assessment (CLNA) approach at a Neighbourhood level (see separate report that was presented to this Board meeting).
  3. 3  Adopt an asset-based community development (ABCD) model, ensuring neighbourhood health priorities started with mapping community strengths and relationships rather than institutional service gaps.
  4. 4  Identify opportunities for better coordination and collaboration of community participation activities, at the Neighbourhood footprint.
  5. 5  Explore opportunities for Neighbourhood-level participatory budgeting and micro-grants that were directly accessible by resident-led groups.
  6. 6  Establish consistent system-wide policies to compensate community members and resident leaders fairly for their time and expertise in shaping neighbourhood priorities and plans.
